Die Bundesregierung wollte 2025 gro\u00df in die Zukunft investieren. Klimaneutralit\u00e4t, Infrastruktur, Wachstum, alles auf Pump.
Die Rechtfertigung klang gut. Die Realit\u00e4t ist peinlich.<\/p>\n\n\n\n

Denn laut einer Analyse des „ifo Institut“ sind rund 95\u202fProzent<\/a> der neuen Schulden nicht in zus\u00e4tzliche Projekte geflossen.
Stattdessen wurden Haushaltsl\u00f6cher gestopft.<\/p>\n\n\n\n

Anders gesagt: Milliarden auf Pump aufgenommen und die f\u00fcr fast nichts.<\/p>\n\n\n\n

Denn die Zahlen sprechen B\u00e4nde: 24,3\u202fMilliarden Euro neue Schulden und die Investitionen kletterten nur um 1,3\u202fMilliarden Euro.
Der Rest? 23\u202fMilliarden Euro verschwinden in Luftblasen, Buchungstricks und b\u00fcrokratischen Verstecken.<\/p>\n\n\n\n

Denn der Clou liegt im Verschieben: Ausgaben aus dem regul\u00e4ren Haushalt wurden in das schuldenfinanzierte Sonderverm\u00f6gen verlagert.
Pl\u00f6tzlich wirkt es, als g\u00e4be es neue Investitionen. In Wahrheit war es sprichw\u00f6rtlich alter Wein in neuen Schl\u00e4uchen. <\/p>\n\n\n\n

Die Forscherin am „ifo Zentrum f\u00fcr Makro\u00f6konomik und Befragungen“, Emilie H\u00f6slinger, bringt es auf den Punkt: Vieles von dem, was als \u201eneu\u201c verkauft wird, war l\u00e4ngst geplant. Die \u00fcblichen Ausreden, B\u00fcrokratie, Verz\u00f6gerungen, Engp\u00e4sse, sind wenig \u00fcberzeugend. Wenn Projekte sich verz\u00f6gern, h\u00e4tte man auch die Schulden nicht in dieser H\u00f6he aufnehmen d\u00fcrfen.
Doch genau das passierte.<\/p>\n\n\n\n

Max Lay, Fachreferent am „ifo Zentrum f\u00fcr Finanzwissenschaft“, mahnt, dass nur echte zus\u00e4tzliche Ausgaben im Kernhaushalt von Investitionen sprechen. Alles andere ist Augenwischerei.<\/p>\n\n\n\n

Fazit: Die Regierung verkauft Schulden als Zukunftsinvestitionen, nutzt sie aber f\u00fcr kurzfristige Haushaltskosmetik. <\/p>\n\n\n\n

Die Milliarden flie\u00dfen, die Wirkung bleibt aus und das Vertrauen der B\u00fcrger schrumpft. Wer so mit Geld umgeht, verspielt nicht nur die Zukunft, sondern auch jede Glaubw\u00fcrdigkeit.<\/p>\n\n\n\n
